Minimum Qualification

Education and Degree

• Doctor of Medicine (M.D.) degree from a Liaison Committee on Medical Education (LCME)-approved school of medicine; or
• Doctor of Osteopathy (D.O.) degree from an American Osteopathic Association (AOA)-approved school of osteopathic medicine; or
• A medical or osteopathic degree from a school acceptable to the Surgeon General.
• Graduate from an accredited medical school in the United States or Canada.
• The medical degree must have been accredited by one of the following at the time the degree was obtained:
  • Council on Medical Education of the American Medical Association;
  • Association of American Medical Colleges;
  • Liaison Committee on Medical Education (LCME);
  • Commission on Osteopathic College Accreditation of the American Osteopathic Association; or
  • An accrediting body recognized by the U.S. Department of Education and the Accreditation Council for Graduate Medical Education (ACGME), including applicable Canadian accrediting bodies such as the Royal College of Physicians and Surgeons of Canada (RCPSC) or College of Family Physicians of Canada (CFPC).
• A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge substantially equivalent to that provided by accredited medical schools in the United States.
• Evidence of equivalency to accredited U.S. medical schools must be demonstrated by one of the following:
  • Permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG);
  • A fifth pathway certificate for Americans who completed premedical education in the United States and graduate medical education in a foreign country; or
  • Successful completion of the U.S. Medical Licensing Examination (USMLE).

Board Certification

• Board certified as required by the applicable Task Order (TO).

Internship / Residency / Fellowship

• Successful completion of an internship and residency program corresponding to the specialty required in the applicable TO.
• The internship and residency program must have been approved by the Accreditation Council for Graduate Medical Education (ACGME) or the Committee on Postdoctoral Training of the American Osteopathic Association.
• Subsequent to obtaining an M.D. or D.O. degree, the Physician must have completed at least one year of supervised experience providing direct clinical services, such as:
  • A one-year internship; or
  • The first year of a residency program in a hospital or institution accredited for such training.
• For purposes of this requirement, graduate training programs include only internship, residency, and fellowship programs approved by accrediting bodies recognized within the United States or Canada.

Internship:
An internship program involves broadly based clinical practice in which physicians acquire experience treating a variety of medical problems under supervision. Examples include internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics. Such programs must be conducted in hospitals or other institutions accredited for internship training by an appropriate accrediting body.

Residency:
A residency program involves specialized training in a particular field of medicine in a hospital or institution accredited for training in that specialty by an appropriate accrediting body.

Fellowship:
A fellowship program involves advanced training beyond residency in a particular medical specialty, conducted in either a clinical or research setting at a hospital or institution accredited in the United States for such training.

Professional Experience

• Meet the clinical competency requirements specified in the applicable Service-specific credentialing instructions.
• Minimum of 12 months of experience in occupational medicine or flight and operational medicine within the past 36 months.

Licensure

• Current, full, active, and unrestricted license to practice medicine as required by the applicable TO.

Core Duties and Responsibilities

The Physician will:

1. Perform a full range of physician services in accordance with the clinical privileges granted by the MTF.
2. Examine, diagnose, treat, and prescribe courses of treatment within the scope of the Physician's:
   • Training;
   • Experience;
   • Licensure; and
   • Clinical privileges.
3. Provide preventive and health maintenance care, including:
   • Annual physical examinations;
   • Promotion of positive health behaviors; and
   • Development of self-care skills through patient education and counseling.
4. Order appropriate diagnostic tests and studies as applicable.
5. Request consultations or referrals with appropriate physicians, clinics, or other health resources when clinically indicated.
6. Provide guidance to other healthcare professionals within the scope of the Physician's clinical privileges and responsibilities.
7. Perform or assist with the instruction and education of other healthcare professionals within the scope of assigned clinical responsibilities.
8. Provide guidance to other medical staff and deliver educational lectures and in-service training to clinic staff members as technically appropriate.
9. Ensure that guidance, education, and professional interaction with clinic staff adhere to:
   • Government clinical standards;
   • Professional clinical standards; and
   • Accepted clinical protocols.

Deployment Related Health Assessments and Operational Medicine

The Physician will provide physician services in support of Deployment Related Health Assessments (DRHA) and/or the Base Operational Medicine Clinic (BOMC).

Services may include, without limitation:

• Pre-placement examinations and assessments;
• Occupational surveillance hearing assessments;
• Pre-deployment health assessments;
• Post-deployment health assessments;
• Fitness-for-duty evaluations;
• Fitness and risk assessments;
• Tuberculosis management;
• Blood-borne pathogen exposure and needlestick evaluations and management;
• Periodic health assessments;
• Mental health assessments;
• Military accession examinations;
• Separation examinations;
• Retirement examinations;
• Medical clearances; and
• Health questionnaire reviews.

Physician services provided in support of these programs will not extend to the conduct of an inherently governmental function.

Flight leadership will ensure that sufficient control mechanisms and appropriate supervision of contractor employee services are maintained by MTF military and/or Government civilian personnel. This may include Government oversight and/or final approval where required to ensure that assessments conducted by contractor employees do not constitute inherently governmental functions.

Cross-Over Duties

• Cross-over duties are authorized and may be utilized to help meet targeted workload samples or to support mission-driven increases in operations.
• Performance of additional cross-over duties requires:
  • Mutual agreement between the contractor and the Physician; and
  • Formal approval by the Contracting Officer/COR.
• Cross-over duties may be subject to increased costs or applicable shift differentials.

Peer Review

• Provide input to peer review processes when requested by Flight leadership.

Professional Standards

The Physician is expected to perform all duties in accordance with applicable:

• MTF clinical privileges;
• Service-specific credentialing instructions;
• Government and professional clinical standards;
• Accepted clinical protocols;
• Applicable Task Order requirements; and
• Federal, state, and/or applicable professional licensing requirements.

The Physician must practice only within the scope of their education, training, experience, licensure, and clinical privileges and must maintain the qualifications and credentials required for the assigned position.
