French Consulting is hiring a Senior Planner to support a major Healthcare Requirements Analysis (HCRA) initiative for the Defense Health Agency (DHA) in the Kaiserslautern Military Community (KMC), Germany. These roles will support evaluation and strategic planning efforts for facilities including the upcoming Rhine Ordnance Barracks Medical Center (ROBMC)—a flagship replacement for the Landstuhl Regional Medical Center.

You’ll bring your data expertise and facility planning skills to a high-profile federal project that directly impacts access, readiness, and the quality of care across a global military health system.

What You’ll Do

Strategic Healthcare Planning & Analytics

Acquire, normalize, and analyze complex multi-sector healthcare data (patient, facility, and provider).
Forecast future demand through trend analysis and extrapolation models.
Translate raw data into meaningful insights that guide facility and operational strategy.

Design & Operational Alignment

Support regional system planning, clinical strategy development, facility master planning, and space programming efforts.
Develop facility planning documents that define functional needs and resource requirements.
Evaluate healthcare delivery operations and identify improvement opportunities based on emerging trends and federal healthcare standards.

Stakeholder Engagement & Reporting

Prepare and present planning outcomes and recommendations to DHA leadership and other key stakeholders.
Lead and support collaborative planning sessions, cross-sector analyses, and interdisciplinary workshops.
Provide visually compelling and data-driven presentation materials to guide decision-making.

A systems thinker who’s comfortable bridging the gap between clinical needs, operational realities, and infrastructure constraints.

Qualifications

Bachelor’s degree or higher in Architecture, Engineering, or related planning discipline.
10+ years of experience in healthcare planning, preferably in the federal or military sector.
Hands-on experience with:
- Healthcare data analytics and population modeling
- Facility master planning and operational design
- Federal planning standards (DHA, DoD, VA, etc.)
Strong command of tools and methodologies used in forecasting, programming, and medical facility planning.

Bonus If You Also Have

Experience working with DoD or DHA healthcare systems.
Familiarity with the Kaiserslautern Military Community or overseas base operations.
Experience using GIS and visualization tools for healthcare planning.
Design/construction phase exposure in federal medical projects.
