Are you ready to lead a dispersed team of facility data specialists across the U.S. military’s European healthcare network? French Consulting is seeking a Medical Facility Management Systems Program Manager to manage day-to-day Defense Health Agency (DHA) Facility Database program operations across the European theater. You will serve as the senior on-ground leader for Military Treatment Facilities (MTFs) spanning the UK, Germany, Italy, Spain, and Turkey — your leadership directly enables DHA’s ability to plan and fund healthcare facilities for the men and women in uniform.
What You'll Do
Program Oversight & Quality Assurance
- You’ll serve as the primary liaison between French Consulting, DHA Program Management, and MTF Facility Managers across all European sites, submitting monthly progress reports and maintaining a live open action item list.
- You’ll develop and execute a comprehensive AOR work plan, tracking milestones, staffing status, and deliverable compliance — and coordinate interim coverage plans when a Data Specialist will be absent more than two weeks.
- You’ll conduct site visits to European MTFs, deliver written trip reports within 5 business days, and provide DHA with non-compliance findings and corrective action plans backed by performance metric analysis.
- You’ll represent the European AOR at DHA working groups, project review meetings, and directed committees, and coordinate SOFA compliance and host-nation access requirements for all European site activities.
- You’ll conduct annual performance evaluations for all Data Specialists in the European AOR, coordinate improvement actions, and ensure new hires complete DHA Facility Database Basic training within 90 days of hire.
- You’ll facilitate performance work sessions with MTF Facility Management staff, driving continuous DHA Facility Database improvement and identifying business process efficiencies for DHA HQ.

You communicate clearly with senior military leadership, Contracting Officers, and field technicians, and you know how to calibrate the message for each audience. You take personal ownership: when a site underperforms, you come back with a concrete action plan, not just an observation.
Qualifications
Required Qualifications
Minimum 5 years of DoD program management experience, including technical documentation, detailed analysis of healthcare or business systems, and executive-level briefing development.
Working knowledge of DHA facility management programs and database systems; proficiency in Microsoft Office Suite (Word, Excel, Access, Project, PowerPoint).
CAC eligibility within 120 days of hire (favorably adjudicated NACI or equivalent); SOFA compliance for OCONUS performance locations; English fluency required.
Preferred Qualifications
Master’s degree in Business Administration or related field with 4+ years DoD experience, or Bachelor’s degree with 8+ years DoD experience; experience may substitute for degree. Minimum 3 years in medical facility management or a related field.
Prior OCONUS/European theater work history; familiarity with enterprise reporting tools.
