French Consulting is seeking a Construction Manager to provide on-site and administrative construction management services in support of VA Medical Center facility projects in Little Rock, AR. You will help ensure that construction quality, safety, and contract compliance standards are met on every project—protecting the investment of the VA and the well-being of veterans and staff who depend on these facilities.


What You’ll Do

Field Operations & Submittals
  • Coordinate submittal reviews and manage the submittal process; maintain the submittal register and ensure proposed materials and methods comply with project specifications, VA standards and codes, and VA Medical Center requirements.
  • Document, track, monitor, and coordinate Requests for Information (RFIs) and responses with the design team and General Contractor.
  • Review safety plans submitted by the General Contractor and conduct weekly site safety inspections.
     
Schedules, Inspections & As-Builts
 
  • Review and monitor construction schedules, maintain the current project schedule, coordinate with the General Contractor, report slippages, and attend progress meetings.
  • Verify and update as-built drawings, perform routine inspections, identify non-conforming work, and compile defect lists, observation reports, and modification narratives.
     
Coordination, Commissioning & Close-Out
 
  • Apply construction management expertise to assist with resolving construction problems and developing courses of action.
  • Support the ESCO Commissioning Agent and General Contractor with commissioning activities in accordance with the Whole Building Commissioning Process Manual.
  • Coordinate with external contractors and support execution of plans involving temporary installations and infrastructure.
  • Coordinate utility shutdowns with end users and facility maintenance staff and assist in developing temporary utility sustainment plans.
  • Support claims analysis and resolution, including reports, time impact analyses, and risk assessments, when tasked by the Government.
  • Support project close-out documentation, warranty collection, and review of operations and maintenance data and closeout submittals.
     
Who You Are
 
  • You are a field-first construction professional who is comfortable inspecting active job sites, identifying issues, and driving them to resolution.
  • You communicate clearly and you document your observations precisely.
  • You read drawings and specifications fluently and can spot deviations between the contract documents and the work in place.
  • You are organized and disciplined about submittals, RFIs, daily logs, schedules, and safety—because every piece protects the Veterans who use these facilities.
  • You take pride in mission-driven work that supports those who served.
     
Qualifications

Education
  • Bachelor’s degree in architecture, engineering, construction technology, construction management, or a related discipline from an accredited institution; equivalent experience may be considered.
    • Can substitute education requirement with additional three (3) years of relevant experience.
Experience
  • Minimum of three (3) years of construction management experience on building construction projects, with specific experience on remodel and upgrade of existing facilities.
  • Demonstrated experience supporting healthcare facility projects.
  • Comprehensive understanding of building codes and Joint Commission requirements for healthcare facilities and an ability to work with permitting agencies.
  • Strong written and verbal communication skills
  • Ability to interpret/coordinate A-E plans, as well as read, understand and apply standard to complex documents affecting construction project, including but not limited to agreements/contracts, work letters, project charters, surveys and drawings.
     
Work Authorization & Clearance
  • Must be a U.S. citizen.
  • Must be able to obtain and maintain a Government Personal Identity Verification (PIV) card with both logical (VA network) and physical access following a favorable VA background check.
